THE PROBLEM: Billions of Dollars in Unpaid Taxes
According to a study released by the Internal Revenue Service, about $400 billion in taxes are under-reported to the IRS every year by a
minority of taxpayers ranging from individuals to businesses, trusts or estates.
This minority consists of an elite group of wealthy American individuals and businesses who neglect or refuse to pay their fair share of
tax and who undermine the stability of the country to satisfy their own personal greed. The resulting revenue shortfall increases the
national deficit, the national debt as well as our national interest payments. As a result, the honest tax payer is left holding the
short end of the
stick and is required to pay higher taxes.
The IRS spends upwards of $11 billion per year on trying to enforce policies aimed at catching tax-cheaters, whether individuals or
businesses. However, the schemes, devices, and shelters used by these individuals and corporations to avoid the payment of tax have
become so sophisticated that efforts by the IRS to detect them have failed.
As a result, the annual amount of unreported and unpaid tax has steadily grown each year. Confronted with the devastating effect of the
ongoing and systematic under-reporting of tax by individuals and corporations, the United States is taking a new approach to enforcement
efforts aimed at detecting the under-reporting and nonpayment of tax: THE IRS WHISTLEBLOWER PROGRAM.

Via new legislation enacted in December 2006, Congress empowered every American citizen to expose taxpayers who under-report or fail to
pay tax, whether individuals, businesses, estates or trusts.
The US government has announced that it will reward any person who provides information that leads to the identification of $2 million or
more of unreported tax, including interest and penalties. The amount of the reward offered under this “Tax Whistleblower Reward Program”
has been set to a minimum of 15% and a maximum of 30% of the amount collected by the IRS.
This new law, which provides a potential “windfall” to honest Americans who expose those who under-report and fail to pay tax, is known
as the IRS Whistleblower Reward Program.
